Dubai First-Time Home Buyer Programme: Eligibility, Benefits and 10 Checks Before Choosing an Offer

Dubai’s First-Time Home Buyer Programme can provide an eligible UAE resident with priority access to selected launches, preferential commercial terms from participating developers and tailored offers from participating banks. It does not approve a particular property, guarantee a discount or replace the separate checks required for a booking form, mortgage, sale agreement, Oqood record or ready-property transfer. The current Dubai Land Department criteria require the applicant to be a UAE resident aged 18 or over, not currently own a freehold residential property in Dubai and seek a property valued below AED5 million. This Development Resolution guide explains the programme’s dated official record, tests eligibility field by field and provides a ten-part comparison method for off-plan and ready-property offers. It is general information, not an individual mortgage, legal or affordability recommendation.

1. Start with what the programme is—and what the dated figures show

Dubai Land Department and the Dubai Department of Economy and Tourism launched the First-Time Home Buyer Programme on 2 July 2025. The programme connects eligible residents with participating developers and banks. Its stated benefits include priority access to selected new launches, preferential prices on certain new units, flexible off-plan payment plans and tailored home-finance offers.

The official outcome figures require dates. On 8 June 2026, the Government of Dubai Media Office reported that more than 3,200 residents had purchased their first Dubai homes through the programme and that the associated transactions exceeded AED5 billion. On 7 September, DLD repeated those June outcomes and stated that the programme had attracted more than 45,000 registrants.

Registrations, completed buyers and transaction value are different measures. The 45,000 figure does not mean 45,000 purchases, and AED5 billion is an aggregate transaction figure rather than a budget, saving or guaranteed programme allocation for an individual buyer.

2. Apply the four eligibility conditions to the exact applicants and property

DLD’s current service page identifies four core conditions. The applicant must be a UAE resident, may be of any nationality, must be at least 18, must not currently own a freehold residential property in Dubai and must seek a property valued below AED5 million.

Ownership elsewhere does not automatically disqualify an applicant. DLD says a person may participate while owning property in another emirate or property in a non-freehold location, provided that the person does not currently own freehold property in Dubai. Because the main eligibility wording refers to freehold residential property while two FAQ answers use the shorter expression “freehold property,” an unusual ownership structure should be confirmed directly with DLD rather than resolved from a summary.

For a joint purchase, every proposed co-owner must be eligible. A qualifying applicant cannot use the programme to buy jointly with an ineligible person. Record all proposed purchasers before selecting a unit or applying for finance; changing the ownership structure later may affect the programme, developer offer, mortgage and registration path.

3. Treat registration and the QR code as access evidence, not purchase approval

An applicant registers through DLD’s website or the Dubai REST application and submits the required information. If DLD confirms eligibility, the applicant receives an email containing a First-Time Home Buyer QR code. The code is then used with participating developers and banks to access relevant programme offers.

DLD says there is no additional fee to apply for or participate in the programme. Standard DLD registration fees and developer or bank charges still apply unless a specific offer states otherwise. DLD also says the QR code remains valid until the buyer purchases and registers a property with DLD.

Preserve the application date, confirmation email, QR code, selected preferences and every later offer. The QR code establishes programme participation; it is not a reservation of a unit, a mortgage approval, a project-status certificate, an SPA or an Oqood record. Do not transfer money solely because a salesperson has seen the code.

4. Convert each advertised benefit into a written, comparable term

The programme creates access to partner offers; it does not publish one universal discount or mortgage. DLD identifies priority access to participating developers’ launches, preferential prices on selected off-plan units, flexible off-plan payment plans, eligible credit-card instalment arrangements for DLD registration fees and financing offers from participating banks. It also states that partner offers may vary.

For each shortlisted property, ask for a dated offer that identifies the exact unit, base price, programme price, incentive, payment schedule, expiry, included or excluded charges and conditions. “Priority access” may describe early contact or an allocation process; it should not be rewritten as a guarantee that a particular unit will remain available.

Compare the complete transaction rather than the largest headline discount. A lower unit price can coexist with a faster payment schedule, different fees, a smaller choice of units or financing conditions that the applicant does not meet.

5. An off-plan programme offer still requires full project and booking checks

For an off-plan option, verify the official project identity, developer, phase, current DLD record, advertisement permit and the authority of the person presenting the unit. Connect the exact programme offer to the booking form rather than assuming that an email or QR code incorporates the benefit into the transaction.

Before paying, identify whether the requested amount forms part of the unit price, is a preliminary reservation or is another charge. Verify the beneficiary and approved collection route for that amount. Read the refund conditions, SPA deadline, unit details, area, payment schedule and treatment of the programme incentive.

After the SPA is signed, track the separate provisional-registration process and obtain the applicable official output. Programme eligibility does not guarantee construction, handover, financing, Oqood registration or a return. These remain property, contract, payment and registration questions.

6. A ready-property benefit follows a different evidence path

The programme is not limited to off-plan property. DLD says eligible first-time buyers seeking ready homes may access preferential financing rates and faster approval processes through participating banks. It does not say that every ready property is discounted or that every applicant will receive finance.

For a ready secondary-market home, identify the seller, verify the title evidence through the applicable DLD service, inspect the unit, review current occupancy, identify any mortgage or restriction, obtain the applicable developer or management information and confirm the official transfer process. A valuation for lending is not a building-condition survey or a guarantee that the agreed price is fair.

Keep the programme record, property due diligence and bank decision separate. A property can pass the buyer’s legal and physical checks but fail a lender’s valuation or credit conditions. Conversely, a preliminary bank indication does not prove that the seller can transfer good title or that the unit suits the buyer.

7. Separate DLD eligibility, bank approval and the final mortgage price

DLD’s eligibility decision answers whether the applicant can enter the programme. A participating bank separately evaluates income, liabilities, credit information, property valuation, product criteria and borrowing capacity under its policies and applicable regulation. Approval by one does not compel approval by the other.

A participating-bank page reviewed on 21 September describes DLD review, programme verification and the later mortgage process as separate stages. It also states that rates and benefits depend on customer segment, eligibility, borrowing capacity, bank credit policy and regulation. Therefore, do not copy a displayed example rate into a budget as if it were a binding offer.

Obtain a current Key Facts Statement and written illustration for the actual applicants and property. Record whether pricing is fixed, variable or fixed-to-variable; the benchmark and margin; the fixed-period expiry; fees; insurance or takaful; valuation; required cash contribution; approval expiry; and drawdown conditions. For an off-plan purchase, compare the finance approval period with the construction and handover timetable.

8. Treat AED5 million as an eligibility ceiling, not an affordability answer

The below-AED5-million condition establishes one programme boundary. It does not state how much an individual should borrow or spend, and it does not mean that every cost is included in the unit price. Build a complete cash and monthly-cost schedule before reserving a property.

The acquisition schedule should identify the reservation amount, purchase-price instalments, DLD registration fees, any developer or bank charges, valuation, brokerage where applicable, insurance or takaful, mortgage-related costs and moving or fit-out expenditure. The ongoing schedule should identify mortgage payments, approved service charges, utilities, maintenance and a reasonable household reserve.

Do not assume a promotional treatment lasts until completion. Record which benefit is fixed, which is conditional, which expires and which can change before mortgage drawdown. Test a less favourable finance or timing outcome without presenting that stress assumption as a forecast.

9. Record when the benefit is used and what cannot be repeated

DLD says an eligible participant may approach different participating developers and banks while comparing options. However, the programme benefits can ultimately be used with only one participating developer and one participating bank. Record the selected partners and the event at which each benefit becomes committed or used.

The current FAQ also states that a person who buys through the programme loses First-Time Home Buyer status and cannot participate again even after later selling that property. This makes the first purchase a one-time programme decision, not merely a temporary discount code.

Do not let that one-time character create artificial urgency. If a property, contract or finance offer does not withstand due diligence, preserving eligibility for a later suitable option may be more useful than completing the wrong transaction. DLD says a registration remains valid if the participant has not found a suitable property and continues to receive relevant launch notifications.

10. Complete this ten-point check before selecting the property and partner

A useful programme file connects eligibility, the exact partner offer, the property record, contract and finance decision without treating any one document as proof of all the others. Mark unresolved items rather than completing them from sales language.

Development Resolution can help organise the evidence where a first-home purchase becomes connected to a delayed or distressed Dubai development. It does not issue programme eligibility, select a mortgage, inspect a property, register ownership or guarantee completion, approval or financial outcomes.

  • Confirm every proposed purchaser independently satisfies the current DLD criteria.
  • Preserve the DLD eligibility email and First-Time Home Buyer QR code.
  • Recheck the live DLD list of participating developers and banks.
  • Obtain the exact unit and programme benefit in a dated written offer.
  • Separate the unit price from fees, charges and the complete cash requirement.
  • For off-plan property, verify the project, advertisement, booking form, payment route, SPA and Oqood path.
  • For ready property, verify the seller, title evidence, unit condition, restrictions and transfer process.
  • Treat bank pre-approval, valuation, final approval and drawdown as separate events.
  • Record the one developer and one bank through which benefits will be used.
  • Do not sign or pay merely to preserve a launch deadline while a material field remains unresolved.

FREQUENTLY ASKED QUESTIONS

Questions about Dubai’s First-Time Home Buyer Programme

Who is eligible for Dubai’s First-Time Home Buyer Programme?

DLD’s current criteria require a UAE resident of any nationality who is at least 18, does not currently own a freehold residential property in Dubai and seeks a property valued below AED5 million. Every proposed joint buyer must be eligible.

Can I apply if I own property outside Dubai?

DLD says yes, provided you do not currently own freehold property in Dubai. An unusual ownership interest or structure should be confirmed directly with DLD before relying on eligibility.

Does programme approval guarantee a mortgage?

No. DLD programme eligibility and a bank’s credit decision are separate. The participating bank still assesses the applicants, property, valuation, borrowing capacity and product conditions.

Is the programme only for off-plan properties?

No. Off-plan benefits are offered through participating developers, while eligible buyers of ready properties may access preferential financing and faster approval processes through participating banks.

Are DLD registration fees waived?

Do not assume so. DLD says there is no extra programme application or participation fee, but standard DLD registration fees and developer or bank charges remain applicable unless a specific written offer states otherwise.

Can I buy jointly with someone who is not eligible?

No. DLD states that joint purchases through the programme are permitted only where all joint purchasers are eligible.

Can I use benefits from several developers or banks?

You may compare participating partners, but DLD says the benefits can be used with only one participating developer and one participating bank.

Can I use the programme again after selling the first property?

No. DLD’s current FAQ states that a buyer who purchases through the programme loses First-Time Home Buyer status and cannot participate again even if the property is later sold.
