1. Start with the decision the valuation must support
DLD's valuation guide describes valuation as an assessment tied to a particular date and purpose. DR recommends writing the intended use at the top of your review before comparing any figures.
Identify who requested the document, who will receive it and what decision that recipient is expected to make. For example, an owner preparing a sale discussion should record that purpose explicitly. If the document will also enter a finance application, ask the lender what it requires before commissioning additional work.
Keep the requested output precise: a certificate, a supporting report, clarification of an existing assumption or a new instruction. Ask who may rely on the resulting document and whether its proposed use fits the engagement. This makes it easier to obtain an appropriate quotation and avoids discovering a scope mismatch after delivery.

2. Identify the issuer and the document route
DLD's Property Valuation service produces an electronic valuation certificate. A separate DLD service allows accredited valuation companies to register certificate details through Dubai REST. Establish which route produced the document you have received.
DR suggests recording the issuer's exact name, document reference, property identifier and attached report. If a covering email refers to an attachment that is missing, request it. A photograph of the final value should not become your complete review file.
DLD also provides an accredited valuation-company directory. Consult the current official record when checking a proposed provider. During this research, the directory's dynamic results did not render completely, so no individual company's accreditation was verified.
For a new instruction, ask the provider to explain the deliverables, supporting information, access arrangements, exclusions and fees in writing. Confirm the applicable official requirements for your property category rather than borrowing a document checklist from another transaction.

3. Preserve the official verification result
DLD's verification service covers valuation certificates issued by the department or licensed valuation companies. Its public description identifies the DLD website and Dubai REST as service channels.
Use the official route and retain the response with the document checked. DR recommends recording the check date, reference entered, returned status and any discrepancy. Compare the returned information with the document rather than saving an isolated confirmation without context.
DLD's verification form includes a message that a certificate is no longer valid after more than six months from the valuation date. Preserve your certificate's actual response, distinguishing expiry from missing data or a technical failure.
If no usable result is returned, retain the exact message and request clarification from DLD or the issuer through an independently verified channel. An unsuccessful lookup does not, by itself, establish expiry or falsity.
Keep verification and recipient acceptance separate. A successful check does not establish acceptance for every purpose. The expiry wording was observed in the public forms; no certificate was submitted and conditional behaviour was not tested.

4. Read the dates, property description and assumptions together
Article 15 of Executive Council Resolution No. 37 of 2015 identifies report contents including the requesting entity, purpose, valuation date, assumptions and valuer identification. These fields provide useful documentary checkpoints.
DR recommends separating the valuation date from the inspection date, issue date and date you checked the document. Do not substitute the most recent date for an earlier one. DLD's expiry wording refers to the valuation date. If a date is unclear, request clarification and retain the actual service response.
Then reconcile the described property with the intended subject. Ask whether the conclusion concerns the whole property, a specified interest or a stated scenario. Check which condition and occupancy assumptions were used. A projected future condition should remain clearly labelled when the figure is copied into a proposal.
The following matrix is a DR working tool. It is not an official form or a substitute for the valuer's professional judgement.
| Review field | What to retain | Question to close |
|---|---|---|
| Purpose and recipient | Instruction and recipient's written requirements | Will this output answer the intended question? |
| Property identity | Document description and relevant property reference | Do all attachments concern the same subject? |
| Dates | Valuation, inspection, issue and verification dates | Which date belongs to each event? |
| Assumptions | Condition, occupancy and scenario wording | What must be true for this conclusion to apply? |
| Supporting material | Report, appendices and identified source records | What was reviewed and what remains unavailable? |
| Verification and validity | Exact official response, inputs and check date | Does it match this document, report expiry, find no data or leave verification unresolved? |
| Recipient acceptance | Recipient's confirmation, rejection reason or outstanding conditions | What does the recipient require, separately from the service result? |
| Follow-up | Specific query, responsible party and response | What evidence would resolve the remaining difference? |

5. Confirm acceptance before commissioning another valuation
Emirates NBD's public home-loan page requires a bank-approved valuer for its named Premium Finance and Market Value Refinance offerings. This is a product-specific example of why the intended recipient's requirements matter.
DR recommends asking the receiving organisation to confirm the required issuer, addressee, purpose, relevant dates and supporting documents. Preserve the reply with your instruction. Do not generalise one bank's wording to another lender or a different product.
If an existing certificate is unsuitable, ask what specifically needs to change. Record whether the issue is an expiry response, an unresolved lookup or the recipient's own requirements. Recipient rejection is a separate outcome; obtain its actual reason before ordering a replacement. Keep a document request separate from a final finance decision.
DLD's six-month message is specific to its verification service. It does not establish a universal private-report lifetime or bank acceptance policy. Review the actual response and confirm the recipient's requirements independently.

6. Worked example: a cost assumption changes the indicated value
DLD's guide describes an income approach using net operating income and capitalisation. The following simplified exercise is original DR analysis; every numerical input is invented.
Assume annual income before the modelled operating costs is AED120,000. Scenario A deducts AED20,000, leaving AED100,000. Scenario B deducts AED30,000, leaving AED90,000. Apply the same assumed capitalisation rate of 5% to each net amount.
The model produces AED2 million in A and AED1.8 million in B. The AED10,000 difference in annual costs creates a AED200,000 difference in the indicated value, or 10% of A's result. The gross income and capitalisation rate have not changed.
This is not a valuation of a Dubai property. It excludes financing, acquisition costs, taxes and other adjustments, and assumes the stated annual income and costs are the appropriate inputs. The 5% rate is not a market benchmark or promised return.
Use the exercise to ask which assumption explains a difference between reports. Request the basis for the actual costs and selected rate from the valuer. Do not choose whichever result is higher without understanding the underlying instructions and evidence.
| Invented input or result | Scenario A | Scenario B |
|---|---|---|
| Annual income before modelled costs | AED120,000 | AED120,000 |
| Annual operating costs | AED20,000 | AED30,000 |
| Net operating income | AED100,000 | AED90,000 |
| Assumed capitalisation rate | 5% | 5% |
| Indicated value in this model | AED2,000,000 | AED1,800,000 |

7. Request a documented explanation of differences
Before treating two values as contradictory, DR suggests placing the reports side by side and comparing purpose, subject, dates and assumptions. Mark each difference and ask whether it affects the conclusion.
A useful query identifies the report reference, relevant page, disputed input and supporting record. For example, ask whether a revised expense statement was considered, rather than requesting a higher value without new evidence. Preserve the answer even if the original conclusion remains unchanged.
DLD's guide discusses reconsideration where new information or material errors arise. Confirm the applicable procedure and timing with the issuer or relevant authority. This article supplies no filing deadline and promises no revision.
Retain the original document and any replacement with their respective dates. Your summary should show what changed and who confirmed it, allowing the next reviewer to follow the reasoning.

8. Keep valuation, completion costs and funding separate
For a delayed or distressed development, DR recommends placing any valuation beside separate schedules for remaining work, cost estimates, funding evidence and unresolved permissions. Explain the connection between the schedules rather than using one figure to fill every gap.
If a proposal quotes a value assuming completion, preserve that assumption prominently. Ask what work, approvals and expenditure would be required to reach the assumed position. The proposed completed state should not overwrite the current project record.
DLD's Project Status Enquiry provides a separate route to project details and completion information. Use the relevant project evidence alongside the valuation documentation.
A useful assessment summary identifies the valuation scenario, its unresolved assumptions and the next supporting document required. Development Resolution organises evidence for project assessments; it does not issue valuation certificates, certify property values or guarantee finance or completion. Individual valuation, legal and financial decisions require the appropriate qualified professionals.

Questions about Dubai property valuation certificates
Where can I verify a Dubai property valuation certificate?
DLD provides a verification service through its website and Dubai REST. Retain the actual response and compare it with the exact document. This article did not verify an individual certificate.
What does DLD's six-month expiry message mean?
The form includes an expiry message for certificates more than six months from valuation. Preserve the actual response: expiry, missing data, technical failure and recipient rejection are different outcomes. No conditional behaviour was tested for this article.
Does successful verification mean every bank will accept the valuation?
Confirm acceptance separately with the intended recipient. Ask about the issuer, purpose, addressee, dates and supporting documents required for the specific application. The DLD service message does not establish every bank's acceptance policy or every private report's lifetime.
Which date should I use when describing the valuation?
Preserve the stated valuation date separately from inspection, issue and verification dates. Ask the issuer to clarify any missing or ambiguous date.
Does a different valuation automatically mean one report is wrong?
No. First compare the subject, purpose, dates and assumptions. Request a documented explanation of material differences before drawing a conclusion.
Are the example values or capitalisation rate Dubai market estimates?
No. All numerical inputs are invented to explain sensitivity to a cost assumption. The calculation is not a property valuation or promised investment return.
Primary and official sources
Project status and procedures can change. When a decision depends on current information, verify the live primary source rather than relying only on a secondary summary.
