Confirm who can authorize a change
Project status, land and development rights, existing agreements and authority procedures must be understood before assuming that a new developer can simply step in.
Build a completion feasibility pack
A serious proposal normally needs reliable remaining-work information, cost-to-complete, funding, programme, consultant or technical input, owner and liability information, and a clear approvals path.
Treat stakeholder support as evidence, not approval
Owner or contractor support may strengthen a proposal, but it is not the same as authority approval or legal entitlement to take over the project.
