DEWA Move-to in Dubai: Track Your Deposit, Final Bill and New Connection

When moving between Dubai homes, organise the utility transition around two questions: what must happen at the new property, and what remains to be settled at the old one? This Development Resolution guide, researched on 18 October 2026, connects DEWA's published services with a practical reconciliation method. It includes an original example showing why transferring a deposit and receiving an eligible refund create different temporary cash requirements. This is an evergreen guide, not an announcement of a new service or tariff.

1. Choose the service that matches the move

DEWA provides Move-in for activation, Move-out for deactivation, and Move-to for a relocation within Dubai combining the two. Its consumer FAQ explains that Move-to includes transferring the security deposit, while the previous property's final bill still requires settlement.

DR recommends writing a short description of the intended change before opening an application: the premises being left, the destination, the applicant and the intended dates. Identify whether you are moving your own account or coordinating a change between different occupants.

For example, an owner preparing a property for a new tenant should first establish whose application and records are needed. Do not assume that the service used for your own relocation answers every change-of-occupant question. Use DEWA's current route for the actual circumstances and retain any clarification.

Keep the selected service name in your moving checklist. It determines which records you should expect next.

2. Match the premises and account before scheduling

DEWA's Move-to requirements distinguish the existing contract account, destination premises number and supporting tenancy or ownership records. Its Move-in page describes integration following Ejari issuance, while owners and applicable free-zone customers use the relevant digital application route.

DR suggests a two-column identity sheet headed old property and new property. Copy each identifier from its source and retain the document reference. Avoid placing several numbers in one unlabelled field called DEWA number.

Compare the destination in the application with the property you intend to occupy. If a unit label differs between a building document and a utility record, ask for the relationship to be confirmed before treating them as interchangeable.

Keep your own contact details accessible during the transition. When an agent or property manager helps coordinate the move, agree which confirmation they will provide and which account information should remain with you. A message that an application was arranged should lead to its actual reference and recorded status.

3. Give activation and disconnection separate dates

DEWA publishes activation within 15 working hours after the required payment. Its Move-out page gives deactivation within 24 working hours from the selected date and time. The consumer FAQ excludes Sundays and public holidays from Move-out disconnections.

DR recommends separating the requested date, payment time, service confirmation and actual observation. Keep the date movers arrive in another field. Published service timing should not silently become a promise that every part of your move will finish at the same moment.

Decide which activities still need electricity or water at the old property, such as agreed cleaning or an inspection. Then coordinate the proposed disconnection with those activities and the relevant parties.

If the destination's readiness remains uncertain, record that dependency before confirming downstream arrangements. For a changed plan, preserve the original request alongside the revised confirmation. This makes it possible to establish what was requested, what changed and which arrangements still need attention.

4. Separate the deposit from charges and outstanding bills

DEWA's Move-to page requires existing outstanding dues to be settled and provides for a deposit top-up where the transferred amount is insufficient. These are separate elements of the transition.

DEWA's published Move-in and Move-to guidance states that property owners' security deposits are refunded only upon sale of the property. If you are moving while retaining ownership, confirm the applicable deposit treatment with DEWA before including a refund in your cash plan. This refund condition does not itself establish whether a deposit transfer is available; confirm transfer eligibility separately for your request.

DR recommends four budget lines: existing account dues, any additional deposit, service charges and the later final-bill settlement. Copy each amount from the actual request or statement. Do not label the total as a refundable deposit.

Confirm the itemised charge for your selected service, meter category and circumstances. The public pages reviewed displayed different fee figures across service routes, so this guide supplies no universal moving-fee total.

For your working cash plan, distinguish money you must provide now from money expected later. Leave an anticipated refund outside the available-cash column until receipt is established. Equally, do not count a deposit retained for the destination as money returned to your bank account.

5. Worked example: equal net outlay, different temporary cash needs

The following is a simplified DR model. All amounts and sequencing assumptions are hypothetical; they are not a service quotation or a finding that both routes are available in a particular case.

Scenario B expressly assumes eligibility for a refund. DEWA's published owner condition limits deposit refunds to sale of the property, so an owner moving while retaining ownership should not use Scenario B's assumed refund in a cash plan without confirming the applicable treatment with DEWA. Scenario A separately assumes an eligible deposit transfer; the refund restriction alone does not decide transfer eligibility.

Assume an existing deposit of AED2,000, a destination deposit requirement of AED2,000 and a final bill of AED650. Exclude all service fees, other balances and adjustments.

In Scenario A, assume the full deposit transfers to the destination and the AED650 final bill is paid separately. Additional cash required is AED650.

In Scenario B, assume a fresh AED2,000 deposit must be paid before the old account returns any money. The old deposit covers the AED650 final bill, leaving AED1,350 to be refunded under the model's eligibility assumption. The eventual net additional outlay is AED650, but the model initially requires AED2,000.

The temporary difference is AED1,350. It is a timing difference, not a saving. The example supplies no refund date. For a real move, replace the assumptions with the confirmed eligibility, deposit allocation, itemised costs and settlement sequence.

6. Reconcile the final bill with the deposit's actual treatment

For Move-out, DEWA describes adjusting the deposit against the final bill, leaving an amount payable or, where refund eligibility applies, a balance to be returned. Read that general process alongside DEWA's owner-specific condition: deposit refunds for property owners are limited to sale of the property. An owner retaining ownership should confirm how DEWA will treat the deposit and any remaining balance before assuming cash will be returned.

For Move-to, follow the recorded deposit-transfer and final-bill settlement entries for the actual request. Refund eligibility and transfer eligibility are separate checks; the owner refund restriction alone does not establish that a transfer is prohibited.

DR recommends retaining the bill itself, rather than relying on a payment notification alone. Compare the account, period, charges, credits and payments. Identify whether the document shows a total before adjustments or the balance after them.

Use the worksheet below to prevent double counting. If a statement has already applied a payment or deposit credit, do not subtract it again in your own calculation. If an entry is missing, record the discrepancy and ask where it appears in the account.

A useful query names the bill reference, disputed line, supporting receipt and difference you cannot reconcile. That is more actionable than reporting that the total looks high.

7. Retain clearance and refund evidence separately

DEWA's Move-out service guidance describes automatic clearance-certificate issuance after final-bill settlement.

DR recommends keeping the certificate with the settled bill, then recording any eligible refund receipt or account transfer separately. Each answers a different question in the reconciliation.

Check the certificate's issue date and any stated validity before supplying it to a recipient. Ask what that recipient requires for the actual transaction; do not assume an older certificate remains suitable simply because the underlying bill was paid.

If a refund is confirmed as applicable, preserve the selected destination and the subsequent confirmation in your own records. A request or processing notification should remain labelled as such until receipt is evidenced. Share only the information needed for a legitimate review.

8. For a new home, check building readiness separately

DEWA's builder service describes a separate process for enrolled consultants and contractors, including design review, inspections and notification of meter installation and supply release.

DR therefore recommends asking a precise question when a handover update says DEWA is ready: which stage has been reached, for which premises, and what document supports it? Place the answer beside the consumer activation record.

For a previously delayed development, identify any unresolved building-level dependency before relying on a personal moving date. A consumer payment receipt should not fill a missing construction or inspection field in the project file.

Keep cooling arrangements and other occupancy requirements in their own checklist. When several organisations are involved, assign each open question to the organisation that can provide the relevant evidence. The purpose is to make the remaining dependency visible, not to infer a defect or delay from an unavailable document.

9. Close the transition with a short exception list

DEWA's Move-out service provides tracking, cancellation and rescheduling for open requests, subject to its conditions. Use the confirmed service response when updating your plan.

DR suggests ending the file with four outcomes: destination supply confirmed, old-account billing reconciled, clearance retained, and applicable deposit treatment evidenced. For anything unresolved, record the next question and the party expected to answer it.

The service guidance in this article is based on public information. No individual account, bill or property was checked. Contact DEWA for service-specific assistance. Where an unresolved utility dependency forms part of a delayed or distressed development, DR can help organise the wider project evidence for assessment; it does not activate utilities, certify installations or guarantee a refund or handover date.

FREQUENTLY ASKED QUESTIONS

Questions about DEWA moving records and final bills

Does transferring my deposit mean the old account is fully settled?

Keep the deposit movement and final-bill reconciliation as separate checks. Confirm the remaining balance and retain the settlement evidence.

Does the example promise a cheaper moving route?

No. It excludes fees and assumes eligibility and particular sequences. It illustrates temporary cash requirements, not actual savings or refund timing. An owner retaining the property should not assume that Scenario B's refund is available; see the owner condition and confirmation step in sections 4–6.

What should I retain if the moving date changes?

Keep the original request, the revised service confirmation and a list of affected arrangements. Check the status of each account separately.

Does a utility payment receipt prove the new building is ready?

Use it for the payment question. Request the separate project and supply-release evidence needed to establish the relevant building stage.

Can Development Resolution process my DEWA request?

Use DEWA's official channels for utility services. DR's role concerns organising evidence for delayed or distressed project assessments.
